I think it takes a special machine? Maybe someone knows how to make one or if there are blueprints, some drones could?
[ Are these futuristic drones futuristic enough to do that? Hotaru doesn't know. That's the Science group's job? ]
Although if URSULA had a machine, maybe she could make it snow outside the base and not... inside.
[ Because cleaning that up inside might cancel out the fun. ]
